I recommend
Fall of the Rising Sun - Ultimate Edition. It looks good and plays well now but the mod team is actively working on it and adding the promised modular additions. It also combines a lot of the lessons learned by the previous modders and takes advantage of the vastly increased capabilities of modern computers.
