From what I read in a NYTimes article. According to the majority of the justices they did not think Federal Judges were entitled to change a states voting procedure just days before a scheduled election. In other words they neither granted nor denied anything, the voting laws of Wisconsin remain the same.
“Extending the date by which ballots may be cast by voters — not just received by the municipal clerks but cast by voters — for an additional six days after the scheduled Election Day fundamentally alters the nature of the election,” the opinion said.
