So, to create a busy village you simply create a region around it, declare it to be both the source and its own drain, set the number of characters that you want to see simultaneously, and you will see them appear and wander from one random spot to another in the village.

Of course you can have multiple drain zones for each source, and you can set conditions when to start and when to stop spawning the clone actors.
Randomizations also are possible.

From now on, ROEs to actually protect civilians will be a part of the SBP world.
