I have no experience with any of the other games, but my personal experiences lead me to believe that SHIII with the Grey Wolves mod is the definitive choice all round.
You'll also want to invest in the following items too while you're at it:
Gasmasks (battery fumes)
Wetsuits
Rubber Rings
Shark Repellant
