i've created a file for 1942-Philippines that gives a couple of bases until March 1942.
I gave American Ingenuity the benefit of the doubt and kept the Cavite base open until 3/11/42 which was the day that Buckeley picked up Dugout Doug and delivered him back to the US Army on Mindanao 2 days later.
so you can run missions in/around Manila until March 11, 1942. after that you are out of luck (and bases).
