MaxOptics IV for SH4 1.5 points to an incomplete pack, i.e. it's missing the optional "Metric Nomograph" mod, referenced in the readme:

I added an Imperial nomograph to the map for both American and German sides (including a metric version as an optional install). Load the “Metric Nomograph” version after loading MaxOptics through JSGME.

I managed to find the complete pack, i.e. "MaxOptics IV for SH4 1.5" with "Metric Nomograph" included,
