Tenth Amendment to the United States Constitution
It was the People who created the Constitution, and it only came into effect after 9 of the 13 States had ratified it. The Constitution is the Law of the Land, but itself was created for a purpose, and it must follow that purpose. If parts of the Constitution are misused they can be altered. It's not easy, nor should it be, but it is possible.
