I had this issue/bug also sometimes in past. In my case two things helped:
1. Just wait for 10 until 20 minutes with timespeed of x125 and my sub moved again
2. Reload just an old save
before the sub freezd. It was in my case important not to save the game in this freezed situation.
But I cannot reproduced this to find a possible reason for this issue/bug.
