Mods alter that usually. You do have to pay attention to the way they word the assignment though. If they say "Patrol...", then you stay in a defined area. If they say "Proceed to..." or "Deploy to...", then that signifies a mission that will send you a radio message when you arrive to "engage enemy merchant shipping...", which signifies that you'll need to sink 10,000 tons of merchant ships, though you can go anywhere to sink them.
