Information only recommends the drivers that were around at the time of the games release. Yours will exceed those minimum requirements.

You did not mention on re-installing whether you also un-installed or re-installed the Game Launcher.
If you kept the game launcher then you should be able to see the Uplay screen.
On the Games Tab UPlay already knows you have SH5 so it should just be able to press on the SH5 showing and the play button should show.

SH5 is compatible with Windows 10 so should not need a compatibility mode.
