The main thing we've to understand is when the mod was made, Windows 10 certainly wasn't part of that build of GWX.
Installing over a fresh install of SH3 according to there instructions doesn't work for the version of Windows 10 I am using.
I didn't try the 4GB patch thing.

try to run sh3.exe in win7 compatibility and run like administrator, do not install in program files x86, close any antivirus perhaps you will have more luck
