I dont have much experience with the pennants, but I can say that when I did not choose the "Move 1WO to the bridge" from H.sie option selector and the watch officer is not on the conning tower, some commands dont work, for example Crew on deck and rasie up flag

I'll play with the options configurator and see if de-selecting automatically send the WO to the bridge has anything to do with it. Will report back.
