I'm curious as to how this mod can be causing a slowdown. All it does currently is add new AI crew states for the ships and changes how the airplanes respond when they detect a target. I can honestly say I've never experienced a slowdown with it (tested it with the stock single missions in the game)
By chance have you tried it without other mods installed? There might be a mod you have enabled that is causing the slowdown
