I've tried repeatedly to intercept one of these, including taking station at the Celebes bottleneck, but it never works. What's the rationale behind this? And does this happen in other scenarios?
yes, definitely.
i have been within 10 miles of an unspawned convoy/TF when its position was automatically reported and i never made contact.
it was and still is a mystery to me.
log it and sail on...is all i can say.
