I see what this is. b2e is the program I used to convert my batch scripts to executables. I suppose it runs as the batch scripts are ran when SH3DC is launched, to keep everything encrypted. Here is the program:

As you can see Batch To Exe Converter is a legit program. Nothing to worry about here. Also, your firewall may detect SH3DC connecting to uboat.net. It queries uboat.net for information like actual U-boat specific history, U-boat type specifications, etc... You will see some information as hyperlinks to uboat.net within the program.
I can assure you, as the developer of the program and designer, that it is
completely safe. Now, could I have designed things better, yes. But that's just me being a novice programmer!
