Starting a 1942 Black Sea career spawns the Player's boat at 0* Lat and Long, off the coast of Africa, so the presence or absence of potential targets is entirely meaningless. Now you might be able to sail a Type IIA from the Bight of Benin to the Black Sea but I have no interest in trying. The WAC 5.2 Black Sea Campaign option looks pretty broken on my machine.
