Because of this thread I tested campaign start in Danzing just few days ago and didn't have any issues with Polish submarines. I've even managed to sink one with my deck gun.
Are you sure that everything is OK with your game/mod installation?
EDIT:
Nope...tested again and no problems when saving near or destroying Polish submarines in Danzing...
I would suggest full game re installation and fresh campaign start...
