ok, let's back up.
you are using Win11 and installing SH4 plus TMO and RFB but not using JGSME.
this could be why you are not seeing content.
which version of SH4 do you own a license for?

next, seriously consider using Jones Software tool to apply your mod set. if you were attempting to apply a mod set without JSGME, it would be interesting to know how you are applying it, because that could be another reason you are seeing no content.
