I've made a post about this before and wasn't able to resolve anything then, but I've now decided to take another proper crack at playing this game and have encountered the exact same issue. Basic info:
Own the game through Steam
Version 1.4b
I use Windows 10
Have installed SH3 Commander and GWX 3.0 (there is no sound in vanilla either)
Have applied the 4gb patch
I run the game in Win 7 compatibility with administrator rights
I can't think of any more relevant information but post a reply with a request for a piece of information and I will provide. Anything that will move me closer to resolving this issue once and for all!

Go into the sound folder and try playing individual sound files. Might lead to an error message.
