In classic newtonian physics time is being described as a fourth dimension. It is about definition, gravity is a curvature or "warp" in space-time, which is why time passes faster closer to a gravity well.
There were probably more dimensions at the beginning of the big expansion, and that some d. are slowly evaporating with the age of what you call universe.
"Time" and "laws of nature" are different from the core of a galaxy to its outer rim, so any "law" is depending on what it relates to.
