If your starting Aug-39 or Sept-39 your first patrol you don't have a flotilla until you get back to port then you can transfer to a flotilla of your own choosing.

7th Flotilla dont have type II's only 1st Flotilla have type IIs historicaly accrurate the uboat availability date screenshot if you want a type type II at war start then you have to choose 1st Flotilla by the way First Flotilla is second to none
