Yes, just applying a single mod in SH4 is fraught with all sorts of issues, especially if you do not install the game in a folder of your own making, since the "modern" Windows OS is so protective of the System folders such as Program Files... But anyway, s7rikeback has a small collection of Silent Hunter mods, and this is his Captain Midnight files folder:

Inside should be "Captain Midnight's CBS Radio Station for SH4" mod (one of the four, but I don't remember which), and the "Captain Midnight's CBS News Sound Mod Fix", which might be all that you need... install the Station mod, then the Fix mod, and you might be good to go...
