Does anyone else have this problem?

When I have the 3D view maximized, all the target data is there and there are no issues:

However, when I have the map maximized, the box is there but all data is missing:

As you can see, the shaded box is there but there is no info. When I start a mission with the map maximized, the information will flash for about half a second and then disappear until I maximize 3D view. I have tried using CTRL+B, but all this does it turn the empty box on and off. I have no mods installed, I am only using the d3d8.dll wrapper in order to run DW on windows 10. I have searched everywhere, and it doesn't appear anyone else has this problem. Any help would be appreciated.
