If you have the land detail set to 'perfect' you'll get the good looking water. Pacific maps are all water and that eats away performance. Also, if you have made the water even more better via the conf.ini, then that's what gives you poor performance. The level 3 water is the number 1 thing eating up your PC's power in IL2.
