you can either Max it out first. and then lower some stuff till you get the required result.
or you can slowly build up.
its just a thing of switching options and test it out in game. untill you reach the desired result

Yes and no, some settings revert to the default if gone too far. For example, water = 4 is the highest, if you set it to = 5 it might revert back to water = 1 or 2. It really depens of the thing you are editing. THat's what I meant with testing.
