Even at angle on bow less than 90, the target will still take the same amount of time to traverse your bearing line. The only way it would take less time is if the target were actually moving sideways. So therefore, speed by the fixed wire method as you describe will still work; however, the concern is at smaller angles on bow like that that it’s tough to distinguish the exact time when the bow and stern cross the line.
