Sounds like your problem is overscan, which is a monitor issue. (Check here for an explanation:

almost!) all HDTVs and monitors can be set to eliminate overscan and show the full image. It's easy to do. You just change a setting on the TV/monitor's set-up menu. The catch is that every manufacturer calls it something different - usually not overscan! - and you have to make an educated guess as to which setting you want to change. Some names used are: "1:1 pixel mapping", "Screen Fit", "Dot-by-dot". YMMV. The setting should be binary - on or off - not an adjustable parameter. Find it, change it, and you're good to go.
