first in the main directory so :

Cold Waters\MODS\1. Основной мод - Epic Mod 2.23 (Main Mod)\ColdWaters_Data\StreamingAssets\override

find the text file called editor

look in there for desired campaign then look for the sea traffic map reference so the one below would be :

VesselsAndTraffic=campaign/maps/norwegian_sea_traffic_ru

//1984
//СССР
MapImage=campaign/maps/norwegian_sea_chart.png
MapNavigationData=campaign/images/maps/norwegian_sea_navmap
MapElevationData=campaign/images/maps/norwegian_sea_bathymetry
WorldObjectsData=campaign/maps/norwegian_sea_world_objects
VesselsAndTraffic=campaign/maps/norwegian_sea_traffic_ru

these maps are in the campaign folder under Maps

MAKE sure your required maps are there k that would be my first guess
