I did observe exactly what you described when switching screens in the game. A brief speedup as you arrived in each screen. I suspect that the game's clock gets thrown off as the screens are switched and then it accelerates to resync the clock when the new screen is rendered.
The sound has always been inconsistant, even when running CAOD in a
pure DOS enviroment. The speeding up of the simulation is meant to
represent the passage of time as you switch stations. It happens wether
you use the hotspots on the screen or the menus. It's all part of the
atmosphere that makes CAOD what it is. I don't think I've ever had
an attack solution blown because of the effect.
