Grr, hard choice.
The problem I see with the Communist game is that Moscow is a very big place compared to the setting of the previous two games, so it will be hard for the players to meet each other, especially at night. Could work if the game is mostly limited to a smaller area, like Red Square, though.
Oh, will there be positions or ranks as in the previous game? Those helped establish characters a lot.
