Good observation, this confused me at first too. It is actually correct as is. The Germans define impact angle by visualizing the torpedo triangle. See this link here, Drawing 1:

Angle alpha, that is what the impact angle dial is showing. Labeled as track angle on that site. That angle is the complement of what you and I were expecting.
