You have to buy sh4 and then sh4 uboat missions. They do have a bundle which has all of 4 as well as 3 and 5.

I got rather mad that after I bought 4 (in 2014) and found it was v1.3, and that is have to buy uboat missions to get the actual latest version. So I'd have to buy it again essentially.

I went and got it as a digital download off Amazon.com
