Report contacts asks the radio operator to report any radio contacts.

Maybe in TC1 - and when you ask for a report, the game switches to the map view and shows the recently transmitted contacts.
Send contacts orders the radio operator to send actual sightings to the BdU.
It works after your watch officer has reported three visible contacts of a convoy.
Dependant on your location an axis airstrike is possible.
