The new FSS is causing massive excessing. My understanding is Memphis, Kansas City, Dallas, Houston, and Denver have already drawn their circle and more is to come. I suspect St. Louis, once it goes, will have an even bigger circle.
The Union's have to be notified that layoffs have been considered, as is required by the contract.
Reinstatement is probably your best option and I would be making that application very, very quickly. I think you also have going for you that you were in maintenance - as those spots seem to me anyway to be a little rougher to fill than the 'operational' type positions.
I wish you luck. I do not envy anyone having to look for a job.....

It's been since 2001...what's FSS?
That's why I'm attempting to get in as a casual. My chances of reinstatement go better as I'm already inside.

Flat Sequencing Sorter...does the same for Flats that the DBCS did for letters.
Actually, by Civil Service rules, they cannot take it into consideration your casual time or the fact you are presently a casual...however you are probably right in your assessment...My personal opinion is that you should apply for reinstatement...and hope your old boss isn't still there....
