You're actually talking about brand new sim. Which is happening (see my sig).

For example global scale has affects everything. Most 3D games use flat maps, nice rectangular grid, up always is the same direction (lets say z-axis). With global scale you need full 3D coordinates for everything, up direction is different everywhere, rectangular grid is useless, and to top it, all 3d graphics cards work with 4 byte float numbers which are too small to cover whole globe, so you have to do some things manually using double.

In simple terms - global scale must be taken into account at the beginning. To modify existing software which does not have it is practically impossible.
