Modding FSX and FS9 is fully expected, even encouraged by the developers. There is a legal problem with IL-2 because the developers have in legalese that comes with the game that you can't modify any of the files. As long as you aren't posting links to pirated versions of payware mods or hardcode hacks, there is no legal threat to Neal/Subsim.
But of course, I don't make policy here at Subsim.
