Ok, it might be a deterrent to the more "technically challenged" pirates out there. But the more savvy hackers will simply bypass the system... There are a number of ways to forge IP addresses and mangle data... etc...
The other disturbing aspect is that of "Big Brother"... To catch these pirates, one would have to be monitoring AND ANALYZING traffic on the 'net... The implications of THAT are scary enough....
