I was able to reproduce this by using the "Clear Sky" command Control N. Fixing it is easy, Save and Reload. This only happens with PE4. Testing it on my stock 1.5 test install with only PE4 Main confirmed no other Mods interact to cause it. It only happens in PE, W_Clear's mod does not do it.
