The skipper maybe the one to put on report.
Having the crew at general quarters would certainly resolve the crew changing issue ..if there is an issue here ..but it has been my experience that not being a general quarters while evading escorts has no effect on detection. None what-so ever. In fact keeping your crew at general quarters for extended periods of time can lead to problems far more likely to bring you to grief...
