The Dominion had weapons that pentraded the shields of just about every Alpha/Beta quadrent's race's ships, the only reason the
Defiant survived was that it had lots of hull armor.
Its only mentioned two or three times so if you've blinked you've probaly missed it.
No clue why DS9s shields worked, other than Chief O'Brien is just that good at his job.
