I rarely even bother with going for a XXI anymore. Don't think the game properly emulates one anyway. Type 9's have two advantages, distance and more firepower. But they are also sonar magnets.

The IXB is plenty upgradeable. I don't know why you'd choose a IXC other than a tiny range increase. As for a XXI, it is too uber, but it is sooooooooooooooooooooooooooooooooooooooooooooooooo oooo much better than a IX you can't even mention them in the same sentence. The faster reloads, the lightning underwater speed, a comparable range, and fully upgraded components make it just nasty. With a rear-firing tube and a deck gun (or bigger AA gun), this would be the ULTIMATE WW2 boat. As it is, it's pretty close!
