Well, there's no law or regulation in china telling those guys how to skin their animals, so it's not agains the law, IN THE WHOLE CHINA, to skin animals alive. And don't forget that skinning alive makes easier to get the skin intact, clean and healthy.
There's a lot of sick people out there, who might skin alive just for fun.
