I think thats the problem bookworm..
while not all muslims necessarily think in this train of thought, they are quiet - its the vocal minority who intend on eliminating the dilemma of facing it outside of school by taking over to the extent where there will be no women uncovered.

Agreed.
From an Islamic theological view the wearing of hijabs, headscarves, niqabs, burkas and the like are not fard (compulsory). At the end of the day it is and should be a choice for any woman.
This "school policy" is just utter rubbish and an example of total stupidity.
