It depends on which ones you're talking about. The Chrysler bailout in 1979 for example was during a Democrat presidency
and a Democrat controlled congress. The Dems controlled congress all through the Reagan and Bush Sr years and lost control iirc during Clintons second term. The Republicans controlled Congress from then until half way through Bush's 2nd term (2006).
