I have no ideas, but one comment, the L shape bracket on the top of the circled part looks like something is missing. The bracket looks like it should hold something, It certainly is not a shape to be a handle or anything like that.
At first I thought mounting brackets if it were mounded on a Y or U shaped mount it could be swiveled up down and left right. BUT then I noticed the mark (V) and what looks like bearing printed on the center column, so it should have to rotate at that point so the mounting idea didn't make sense. Just throwing out some ideas.
But it seems like a heavy duty piece of metal connecting them and the round part suggests a shaft is going either all the way across or at least to the middle. Edit: on closer look at the photo I see now the round part doesn't fo all the way only on the ends.

Here is a link to a photo of a Raz5 b and a man has his hand on the part is question, so it may be someting to do with the rangefinding. Just the way his hand is suggests it turns.

I can't read german, maybe some clues in the test?
