Give them 4 years and you are on. I'm not sure they will know exactly what they are looking at for some time. They will just record massively more energy than they expect and not be able to pinpoint the source at first. At some point, I expect them to capture the black hole and hold it magnetically and indefinitely until the field is shut off.
At that point, you now have control of time though you will need some additional technologies being developed in the USA to go along with.
