I have a mod that makes the XXI available in 1939 as the starting U-boat for all flotillas but have hit a brick wall trying to make SH3 generate patrol grids for it

I've adjust the following files:
SilentHunterIII/data/Cfg/Flotilla
SilentHunterIII/data/Cfg/Basic
SH3 Commander/U-boat
SH3 Commander/Cfg

But all I end up with is Patrol Grid = 0

What else do I need to adjust?
