It is strictly 1.5 that has cut promotions... I noticed that too and I don't have mods...but I have not seen any decrease in crew awards. In fact after my second patrol the men were showered with medals. They were delighted with the awards.
Reading about the number of medals your crew got that seems to be a lot too..not a decrease. Yes?
