A silly question, but did you click 'Apply' before clicking 'Okay'? Mine is set for 3 and I can see about 20 yards in daylight, which means that from the initial 'Ship Camera' viepoint I can barely see the propellors from the stern view.
Or were you trying for a better view? Higher is clearer.
