For understanding DW/LWAMI functionality--especaially if you're troubleshooting to the point that you're reinstalling the sim--I'd recommend sticking to official documentation for DW and LWAMI (the manual and the LWAMI readme).
But to answer the question directly, DW torps run at their assigned speed, this does not change on enable, and LWAMI 3.08 does not change this.
